Moira tierney est née à Dublin, Irlande. Elle vit et travaille à New York.
Elle s'est intéressée à la réalisation alors qu'elle travaillait, en Irlande, sur les décors d'un film pour une maison de production.
Après avoir décroché une maîtrise d'arts plastiques à l'École nationale d'art de Cergy-Pontoise en 1997, elle part à New York rejoindre l'Anthology Film Archives en 1999 grâce à une bourse Fullbright.
Ses films ont été montrés à la Fondation Cartier pour l'art contemporain dans le cadre de l'exposition conçue par Paul Virilio : "Ce qui arrive" en 2003, et plus récemment au Festival des cinémas différents de Paris et bientôt au Festival des Inattendus à Lyon fin janvier 2008.

The short film encompasses the artists' shared practices of recycling objets trouvees of audio visual material. The flickering of a malfunctioning apartment intercom monitor fuses with the soundtrack. Although broken, the monitor is intermittently transmitting information to the viewer/receiver.

Le collectif SOLUS s’est constitué à Dublin en 1998 :
c’est un collectif de cinéma indépendant et une plateforme pour des cinéastes travaillant en super-8/16mm/DV. Il s’est donné pour double objectif de diffuser des films d’avant-garde irlandais à l’étranger, et des films d’avant-garde internationaux à Dublin. Moira Tierney est membre fondatrice de ce collectif.
